Law Enforcement Against Extortion in the PTSL Program by Village Officials: Case Study at the Sidoarjo District Attorney’s Office

Abstract

Law enforcement against PTSL corruption in Kletek Village, Sidoarjo, began with a public complaint on the Village Head's extortion practice.  The Sidoarjo District Attorney's Office then undertook an investigation and discovered evidence of corruption, as stated in decision Number 70/Pid.Sus-TPK/2024/PN Sby.  The objectives of this research is to identify problems in law enforcement and provide appropriate remedies. The study's findings show that the law enforcement mechanisms and obstacles faced include a lack of public prosecutors, difficulty presenting witnesses, and a low public understanding of the law, with the proposed solutions being to improve human resources, strengthen supervision of the PTSL program, and raise public legal awareness.
